By 2000, the historic failures of successive policies had coalesced into the growth of a recognisable movement for change in relation to the promotion of local participation in Nigeria’s oil and gas sector. The continued reliance on the importing of goods and services to support economic activity coupled with ongoing systemic failures in the strategy and implementation of education and training policy had resulted in an unbalanced economy that struggled to create jobs and an oil industry that was creaking under the weight of its own economic responsibility for the country as a whole.
