In 1941 he ordered an embargo on the Japanese (see sanctions against japan). Th is was essentially a form of economic war, as the embargo was placed on the export of oil and scrap metal to Japan and was potentially crippling for the Japanese economy. Many American and Japanese officials were surprised that Roosevelt placed such a restrictive embargo on oil. Japan had approximately two years’ worth of oil in reserve, and most of its oil came directly from the United States. With the world at war, oil had become extremely scarce, and Japan could not find a viable alternative supplier.

The agreement sent a definite message to the United States: do not become involved in the situations in Europe or Asia. The threat of having to face all three nations if the United States did become involved was hoped to be enough of a deterrent to keep it at bay. The United States, however, saw the agreement as an aggressive act intended to limit American power. The United States continuously demanded that the Japanese remove themselves from the agreement. However, the Japanese, at the start of 1941, clearly believed that the Germans would be victorious in the war and that it was only a matter of time before Britain fell.
