The threat of having to face all three nations if the United States did become involved was hoped to be enough of a deterrent to keep it at bay. The United States, however, saw the agreement as an aggressive act intended to limit American power. The United States continuously demanded that the Japanese remove themselves from the agreement. However, the Japanese, at the start of 1941, clearly believed that the Germans would be victorious in the war and that it was only a matter of time before Britain fell.
