A large array of factors contribute to a country’s competitiveness, and policymaking should concentrate on those that, for the country in question, carry the largest marginal enhancement. This section focuses on the three such factors which, at present, most hamper Mexico’s competitiveness—a weak financial sector, poor infrastructure, and low productivity in agriculture.
Much of the reason for the limited sector decentralization has to do with the overall fiscal framework faced by states and municipalities, where the definition of responsibilities is still unclear and the incentives for local taxation or application of user charges are weak (the general problems of the decentralization process are addressed later).
