If there are inconsistencies in the academic literature, it should come as no surprise to see this reflected in practice. The lack of a consistent and coherent approach to measuring and verifying governance quality has meant that institutions face considerable difficulties in reaching agreement over the necessary elements for assessing the legitimacy of competing systems. For the purposes of understanding the nature of the relationship between the various governance arrangements discussed above, two simple methods for evaluating governance quality have been developed for the case studies, which follow.
